Covington Developer, Hammond Banker Charged With Fraud

Troy A. Fouquet, and Reginald Harper, have been charged in a bill for conspiracy to commit bank fraud. The bill of information goes on to show a pattern where the accused put straw buyers into homes and used the funds form the mortgages to pay off delinquent loans.
